West ward, whatever, whatever they got spots at. Or what y'all doing to the residents of the city with these Like, I'm going to continue to say that you have joined With the national oppression against black, against black, brown and poor communities. What to describe was COVID hit emergency. And you just when they are the state, the city or whatever. Y'all just went up with fines, fees and that thing. You to even call yourself our representation here. We should be getting every kind of a subsidy, subsidize everything going on after this pandemic There were Salters worried for the people. You know, we you asked for an explanation and Kenyatta got up here and mumbled some stuff. Other than raising fines, he did mention bus lanes, because a bus lane doesn't actually start They never drive down the actual side of the street. So and I had this conversation years ago, But on top of that, there's still no clarity about what this is. So, director, if you would get the information, like you said, you would for the council president so that we may know what this actually is. We need subject verb agreements, nouns, verbs that we, you know, adjectives that we can understand what's going on here. But again, you're burdening the people as if the 80 60 percent of the 80 percent renters are rent burdened. And we're adding more fines, the fines that are here. And again, like everyone else said, everyone in the city, friends, families, those who are affiliates of abuse the rules and do not get checked for it. But again, the people are being burdened yet again, Why are we raising fees as if the fees aren't high enough? Now, when I asked this question a while back with these fees, how much of this money revenue is going to the city of Newark? Now, I went way back and found some ordinances and still found that. What was the money that we're reaping for this? This right here is the same as you all passing that ordinance to allow slumlords and landlords to raise our rent up to five percent Whether or not the quality of life is better. So for the streets where we need to park and a lot of cases, your city vehicles are taking up the actual parking spaces that we need in addition to the illegal ones. So again, how does this benefit we, the people of the city of Newark? Your director came up here and didn't know what the hell she was talking about. And I'm coming to you because you're the boss I didn't understand you either, brother. Usually you very clear when you tell us the FBI and come in. So I don't know if y'all know what you're voting on. They start from about ninety five dollars, eighty five dollars. But I blame the B.A. because that's his support. She came up here. It's an embarrassment. So I was having a discussion with some of the other advocates before a lot of this voting was going on. And here we are with these raising again of fees And so one thing that we discussed prior to this was six F.D. If the developers are allowed to all the city, one point five million dollars, the homeowners don't have to pay no taxes until they owe one point five million dollars. We don't have to pay no fines or no fees until we owe one point five million dollars. You're not going to burden the people and give your developers relief of one point five million dollars that they owe this city. Well, it's one hundred percent affordable housing or not. They owe us one point five million dollars. You want to raise more fees and taxes, fines, fees on the residents. Yes, we need one hundred percent relief. Councilman Roundtree, we need that one hundred percent. We're not getting it. We get more raising taxes, more raising fees. Developers getting one point five million dollars that they still owe us. So we asking the residents on August 7th right here in this chamber That one point five million dollars we're going to fight you for. Because we're asking the residents not to pay one more bill. We're going to shut the government down. If you're going to allow the developers to owe one point five million dollars, we're going to wait until we owe one point five million before we pay you. We're going to do it the same way. We're going to play by the same rules. I gave my address 165 because I live in a central ward. I would like some representation, Madam President, on this issue. We're going to keep saying it's August 7th because it's a public hearing here If you're going to keep raising fees on the people, on fines, parking on on on tow trucks, whatever, whatever you call it. Every vehicle, everything in this city, don't pay it until it's one point five million dollars. You want to keep raising stuff? We ain't going to pay until it's one point five million dollars. I just want to ask a question, because maybe I might have missed something. Has a budget for this year been introduced? I understand the reason why that question is relevant is because if we don't know what our budget is, when we have no idea whether or not we have sufficient Because we had because it has not been introduced. I think some people know that our budget is going to come up in a shortfall, and this is their way of covering it. OK, so I would like to have that answer whether or not Because the annual financial statement has been done. Some people have not been doing their jobs, obviously, if it has not been introduced yet. I wish that for one month, all of you could just withdraw yourselves from these seats and act like regular people and come over here and let me sit there, Munir, all of us. Just be up there and tell you ninety five dollars for a ticket. And I want to see you sit in these seats and accept it. Because the things that you propose and that you want us to do and the burdens that you continue to have us carry, And because we disagree, we respect you wouldn't do this nowhere else. Y'all ain't watching no other council meetings either, because yes, they are. And y'all keep acting like we're going to have some order in here. And it's going to make us like y'all. No, no. That's your problem. This is not personal. As I said at the end of the peace funeral one that did it with respect, didn't hold the grudge after the meeting. We'll take you out and get you something to eat and we'll fuss with you outside again. Me and him fussed in front of this building a many a time. I remember when he banned Cassandra, but still spoke to her. He banned her from this chamber for six months. But y'all don't have the right to have the attitude. And if you don't want to do it, get out the seat, because I'm telling you right now, you don't want to do it. What's the expansion area for the downtown improvement? Because, you know, you like to creep up past Bourbon Street. Talk about that's the improvement district. Every time you like to make the residents pay. And I'm going to ask you today to be respectful to the world Because you've said nothing to the residents. What senior got ninety five dollars to come down here and park? because now you're parking in front of the city hall like you can't walk nowhere. And then we're the ninety five dollars going to the parking authority. The ticket money no longer comes into the court system of this city. Mr. Black Powell said he was going to get rid of it. And here go the puppeteers to keep it going. Why don't you bring all of those funds from parking And sorry, and I said it and I say allegedly. Well, how much money is sitting at the parking authority What you gonna make them give it to you? We would like to see the parking authority budget immediately.

I had a fire at a school over the weekend and I met out there with the Board of Education. I just want to make sure that everything was all right and the school will be opening But I want to go back to something on the calendar here. 6 F D and I want to cast a vote of yes for that. Well really reports and commissions 6 F A through 6 F G. So Councilman Silva would like to be noted as a yes. I just want to make a note too for the public and of course this council knows already because they're sitting up here looking at it. But I just want to note that we do have a number of our seniors from Wesley Towers So a lot of times we vote on items and we don't have an opportunity to see who And here we have seniors who live in that building that offers 100% affordable units. And the action item before us today is going to allow us to secure the affordability of those units and hopefully make some much needed investments in the health and 6 P S F C is an ordinance amending title 23 traffic stopping or standing prohibited at certain times to include fines for the violations. Is there anyone present wishing to be heard on this ordinance? Before we have public comment can we have someone from the administration give some Good afternoon council president and council members. Laura Martinez, director of the Department of Engineering. This ordinance is being amended to include a fine of $95 which was not. I'm sorry director can you speak a little louder for everyone to hear you? This fine includes a fine of $95 for violators of the actual ordinance which was not in I have to check the actual, you know, because again it's for parking in areas but the areas are, you know, the streets are listed so I have to check those. Let's make sure we are able to talk about the ordinances we have here on the Like not come up here and, you know, say that you're not sure about it because that does not help the public who are here to get the information. So we have to be able to, you know, speak on the item. So maybe a court council can help out directors to be able to talk about this item so people are clear about what we are talking about and voting on. Kenyatta Stort City of North Corporation Council. So essentially what this is is increasing the cost for a number of violations including bus lanes, parking, limited time over one hour, parking limited time over two hours, four hour parking for non-residents and street We're increasing the fine for that, for the ticket. Help me understand why permit parking is on Richmond Street and y'all got the police giving out tickets on Sunday. Why aren't y'all going and issuing tickets for the herds and the landscape and business cars this park on 13th Avenue every day for the last year or Why aren't they executing issuing these tickets to the people that are Every time we come here, you want to up the ante on how much you want to charge for tickets, but you not addressing the people that are Then when your friends and family open up their businesses, they could have their friends outside of their businesses, double park, triple park, orange cones so they could let the mayor and his crew in. See, the laws only apply for the people who you want them to apply to, Find out why the police aren't ticketing the herds and the landscape and truck that's occupying in front of Science High School every day. I'm going to go ahead and give them a $75 or $95 fine.
