Working session content from 22 pre-council meetings · Jul 9, 2024 – May 5, 2026
Across 80 council meetings with public testimony (Jul 2024–Jun 2026), residents raised accountability in 72% of sessions, displacement in 41%, and environment in 54% (see the Citizens page). None of these appear as deliberation topics in pre-council working sessions. They are not on this room's agenda.
Tax abatements & PILOTs occupy 14% of pre-council deliberation — processing approvals, setting terms, advancing financial agreements. Residents name the same deals as a grievance in 62% of public comment sessions. This room is where the deals are made. Public comment is where the costs get named. There is no documented bridge between them.
Affordable housing, HUD/HOME programs, tenant issues, unit designations — 98 excerpts across 21 meetings

Want to bring since you're up there, uh, director. Um, this is concerning our absentee landlords, especially in the West. Um, I know you've helped me out in se several situations where we have these absentee landlords who leave trash on the side in front of their properties and because of our 10day ticket, you know, or the fine that is attached to it, maybe these landlords can afford to pay it, so they don't care. improves and and and as the deputy mayor saying, I know I've been in a number of discussions about the landlords and how we can uh we can uh I won't say make cuz that's too strong a word but encourage the landlords to beautify to um rehab those buildings particularly uh the spaces above and to
were going to do it. But on the back end of that, these individuals and these landlords that own buildings that have six, four, 10 residents and families living in them should be doing something block. But no one is saying anything. we must start doing something about these landlords that are not providing garbage protection or garbage coverage for the residents. You got babies, you have all we will fulfill that commitment that we made. But at the same token, homeowners and building landlords, please do your part because some of you probably don't live where your residents are paying you
garbage and debris garbage and debris that not not only some of our residents and and tenants help to incur, but also some of the ownership of these facilities to give them time to abate, they'll never get that time to abate cuz they don't even follow up with their tenants to make sure that their tenants are keeping the property clean and respectful. And and there is going to be some time and pressure even in this ordinance that the tenants have to start being responsible for keeping in front of these properties clean and
anything. And so this gives us again another tool in our toolbox to hold landlords and tenants more accountable. Thank you. Thank you. Thank you. Anything else from the council?
paid nobody's rent. We didn't go on Facebook and said we kept somebody from being evicted. We didn't go on Facebook and social media and tell people I don't I don't know whether it's a great idea hold people accountable for the man boards that they are. And then we have some tenants. God help them, that might have never lived in clean conditions, so they

Questions from the council Ramos. Ramos. Yeah. So just to be clear, only three out of the 24 are affordable units or they just the three are deeed restricted like what percentage is affordable here Good morning again. Brandy Daniel,
you may remember about four years ago, we had an ordinance that required the um registration of landlords for single family properties and it followed the state ordinance because the state has that now one to four units are under rent control. What we found is is that when you have to register under landlord registration and rent control, it's duplicative. So, what we're asking to do is combine the work of the landlord registration to the rent control ordinance such that you only have to go
2,000. And so it it sends it off and makes it seem like we're in support of bad landlords when we need to make sure that we have something punitive in place to to to deal with those individuals who
department around certificate of habitability. When the first law was enacted the one for landlord registration and then it followed on to this rent control ordinance. We actually that's talking about not being able to collect their rent and then there's the person who lives there, the tenant side. Unfortunately, I have experienced in the last few months whereby shouldn't be shouldn't be that I all they say I received the complaint from the from the landlord side, not from the from the tenant side. But I understand your point. Thank you. Thank you.
find them, we can't leave it there. It's they're putting out their whole they're evicting people and put out their whole house. It's not even bulk day today. It's regular garbage day. responsible to pay the the fine? The owner or is it the they say the the tenant? Because they say I'm the owner, absentee owner. I have a tenant and that tenant puts more than 10 items. Who is responsible? responsible? responsible? The owner. The owner. wanted to to ask. You know, in the West, we have building owners who allow their tenants who move out and they just leave all of the furniture on the sidewalk and it stays there for days. Um, we also
out. There's a lot of owners emptying apartments after tenants move and they throwing it out. throwing it out. throwing it out. Yeah. Yeah.
for you to consider it today. I'm sorry, tomorrow. Um, and then in closing, the um EDA and the housing authority and the city have all approved the structure. We have it all done by legal form and that it's tied to the building, not to the land. because this land is housing authority owned and leased by the Great Point Studios. But there was a legal way because, as you may recall, Hudson Valley Properties is actually on our bad actors list for the worst landlords, as the mayor stated at the state of the city. So, there are three other sites wanted you to know that um item 8D other communications is actually around the office of tenant legal services. What we're doing there is we're actually increasing the federal poverty level

Thank you. Thank you.

Um, we also

for you to consider it today. DPW is going to have to work 24/7 because the amount of garbage I see in front of that an operation has to be put in place and you would know better than me along with the business administrator that DPW in the future has to look into going 24/7. I think that's the only way we get bit? Just want to chime in on that. Um, council president, we're DPW is probably about 85% there of 247, but that's a plan we started two years ago just just one more question. Based on 73 thread mentions across 7 council members in 22 pre-council sessions. Score (0–100) = scrutiny activity relative to most active member. Name-matching is pattern-based; procedural mentions (seconds, roll-calls) are excluded from scoring where possible.
Counts reflect pre-council discussion threads where a member's name appears. Dark = high engagement. Grey = no recorded activity in that section.
