Oh my God, in the last five years I've sent about a hundred police officers in New Jersey. In the last five years I've had some hundred people going to the armed services that graduate. When I came to the housing authorities, I got an education by March 1 on tax credits. The tax credits is the most important part of a lot of development in the urban. Now, the B.A. came out and he's a lawyer and Alex Addison, they're professionals. comments next speaker Lisa Mitchelson Parker appearing good day criminal cult this run in our government I Lisa Parker resident of Newark and requesting from this body a forensic audit of all legal fees paid to law firms and audit of the law department there is no transparency from this body as to how mismanagement of our budget nor money spent for law firms contracts nor emergency appropriations to departments each elected has violated the public trust and not upheld the Constitution I'm talking all three of y'all council Gonzalez and Kelly but has allowed Baraka to control the executive the judicial and the legislative branch of our government resulting in corruption and cover-up you have two added starters today to expand legal fees for pipe replacement one of a New York firm that's getting a half a million dollars and one a willow a Willem borough firm that's getting a million dollars the city was subpoenaed in January of this year for pipe replacement of the contractors the Willem borough firm was retained to handle for one quarter of a million dollars why didn't the council members know what the subpoena was by the city clerk why didn't the council members know what professional services were for because every time y'all put up a piece of resolution you always word salad and never give the details as to what it's for the public has a right to know once again you elected have been cosigning these resolutions without questioning anything and some of you senior members know better what procurement process was in place for these law firms in Willie Parker case it started out as two hundred and fifty thousand dollars we wound up spending four million dollars those are our tax dollars where was the oversight by CDM Smith that was supposed to oversee the pipe replacement because you gave them a contract to make sure that we had quality assurance and they were putting the pipes in the ground and the workers were getting paid but thank God for those workers and laborers that went to the Department of Labor and told on y'all because y'all didn't have no oversight we know federal arrests were made for jazz and one contractor we need accountability because we are burdened with paying for your negligence your mismanagement and malfeasance paying allegiance to Baraka and not the people yesterday…

I hope that you have the ordinances that I gave you yesterday and you looked over those ordinances regarding 6p SF dash C which repelled the Newark Employment Commission excuse me since we went through all of this time almost a year trying to figure out what's been going on no one gave me an answer to what's been going on and thank God for the clerk's office working with me and giving me this information in these ordinances and helping me to get Newark residents to to work in on these construction sites one of the things that under this new ordinance if you read it in 2015 there was quarterly reports and semi-annual reports that are to go to the office of the city clerk I put in an open request for those reports and that's what's been going on since 2015 there's also the duties of the mayor's office of employment and training went to the office of Newark Works and under Newark Works there's supposed to be a first source of register containing a detailed description of the job responsibilities and necessary qualification for all those jobs that are available on those construction sites now also under this ordinance Newark Works is supposed to be sending a list of qualified Newarkers for every construction site in development during pre-construction also under this ordinance Newark Works is supposed to be posting all of these construction jobs up on the city website and also their website that's not being done this is supposed these jobs this this let me be very clear what's going on there's thousands of jobs in the city with construction that that's supposed to be posted on the website the city website according to this ordinance we're not going to go back and try to figure out why stuff wasn't done we're gonna deal with what's supposed to be doing going on right now according to this ordinance so all of our conversations now Councilman De Silva because you're on this Commission because those duties of the enforcement and monitoring went to the affirmative action review council I checked with the clerk's office I also checked with one of the members they haven't even met this year now you can confirm that because you're here you're one of the members I have you here right here listen it's one of the members of the affirmative action review council so you can answer me tonight have you met and have you I've been compiling the record on these these developers and what's been going on these construction sites what the new residents are working and this information is supposed to be going to the clerk's office so now we've come to the point and we see and I've been saying that the administration is not compliant and that's why no residents aren't working and it's and the more that I dig and the more that dig and the more we see that we're not working because it's the administration because those jobs are supposed to be posted up on their website according to this ordinance so that new residents go up there and apply for those jobs so there's no excuses on why why why no residents aren't working they're not working because you're not posting the jobs for us even though to go out there and go get the jobs so we need to really address what's going on with this there's no more we're doing the amendments to these ordinances we need to do this here is the ordinance council president I gave it to you all yesterday it was done in 2015 by mayor Baraka and it's this administrative this this not this municipal council but that municipal council at that time Gonzalez was on that Kintana Ramos was on that and signed this this this ordinance not you Gonzalez you was absent but you aware this ordinance and so we need to address this this we need to address this councilwoman no residents aren't working they're not a part of these economic incentives the way they were designed there's no more excuses you can come up and say whatever you want to say they come up and say whatever they want to say again the fact of the matter is not being done

to make my complaint to put a university hospital by wood Johnson bond of his health and Rutgers University they allowed me to do that then when I've seen interrogatories again they called me in court about a month and a half later and dismissed it but I didn't know it I had went to the court how to find it was the status of my case because I didn't hear anything I was informed that was dismissed so at that time I went to the ombudsman she informed me that I could read secret seat reconsideration so when she said that I got right on it within that within a week I had to people I typed in the Tillman at the table one way or the other okay thank you thank you councilman any council members so let me say a couple things before administration comes up number one the comment about me not helping miss Salters was made or not being open my door is open and always has been in fact a while ago when miss Salters had come to me asked a question I directed her to the right office and in fact even today when she didn't see me walk by I stopped and said miss Salters are you being helped so I think it's disingenuous to say that I'm not there I'm not open without really knowing the facts when you come to me I respond and I try to do the best I can and if someone else said something about attending meetings in the community and I say this for myself but also say this for the council my council colleagues because I see them in these meetings I attend regular community meetings I go to development meetings I go to district district leader community meetings I go to tenant association meetings homeowners Association meetings block Association meetings precinct Association precinct captains meetings meetings are scheduled online or virtual meetings in person phone calls a return so I think it's just it really but I don't publicize that I don't say it all the time and none of us really say that to all the time but we are out there we're in the community and we're having these meetings and we're resolving issues you know you may not see that here in front of the you know the live audience but we are doing our job and we are doing it to help our residents of this city and we will continue to do so you know just because you don't see it doesn't mean we're not working and I also say this if I'm not at a meeting my staff is at the meeting and if my staff isn't at the meeting 99.9% of the time we didn't get an invitation to the meeting so I always say email me let me know what's going on if you're having a community meeting because don't assume that I know automatically because maybe one of the other council members and that's it Kenyan City of North Corporation Council so I'll just address some of the comments that were made by some of the speakers first I know there was some comments about the added starters that we have here first I was going to thank madam clerk for working with me in my office in reference to even allowing the adder starter to come on as many of you know I've been out of the country dealing with death in the family madam clerk was able to put more on the council's agenda but more importantly though I think the details of some questions that have been asked about the actual contractors themselves the firm from Williamsboro is the Armstrong firm Mike Armstrong is a Nork born and bred person who happened to move to South Jersey he is in Nork all of the time he preaches how he grown and he's grown up in Nork he talks about all the time what Nork has done for him and he has been a contractor with the city for years and it's done an outstanding job mr. Armstrong's firm is involved in some of the serious cases that we have and some of which are gone to trial and going through that process now and that's why there was a need to increase his his contract he has gone through the RFP process like most of the other firms that we have on our list the second firm here that we have from New York there was some questions about if we have have the city law department process been fair and open and things of that nature and that's I know there was some comments yesterday about the council not knowing information about the last service line issue that we had that's the direct opposite of what happened here the mayor came in here himself had an executive session with the council about the information in reference to what was going on and at that point we can only give you that amount of information because of course it was a subpoena that was given to us and it was to be kept confidential so we gave as much information as we could soon thereafter the mayor also had a community meeting I believe with with the state to give a little more information because again at that point we were allowed to give that amount of information and we were specifically told not to share certain information because of how detailed that the investigation was this firm here I have that you see here the main person that's involved in this case here to involve with helping the city has been involved with us working with the US Attorney's Office going through that process as we got to where we are now and then we also thought it was important for them to be involved in going after the develop with the bond because the city is entitled to reimbursement for all of the money that we spent for replacing the lines for the legal representation so forth and so on so that's why we have them involved and that's why it says here it's a 2025 because we expect their bond company to have somewhat of a fight because it's a criminal case that we're talking about I just think it's also sad to hear that folks come to the mic sometimes and make comments about you know council members and members of the administration having connections to people that we know they don't have connections to someone made a comment that the mayor is has a marital connection to the jazz group not everyone in this room knows that's not true even a person saying it knows it's not true when unfortunately sometimes we come up in here make comments because we think that the members of the public who are watching or the members of the public that are in this room when no better and we all know better I know there was also some comments about people here receiving kickbacks from Montana and Roman again right another example of folks who come to this microphone make comments and know doing well that that's not true we know it and the worst part about it is in this specific situation with the federal government being involved that would have been the first part they would have grabbed us on right you're saying about something else you know I know people come up here all the time they talk about the feds and things of that nature but the federal government is involved in this project and they investigated every part of project the process that we gave out the contracts who was involved in the evaluation process who was involved in picking the people who the people were who the the main contractors were who the workers were the people who evaluated that process from the start to the finish this last service line contract had been evaluated by the federal government for months so for someone to walk in here to say that any council member of any any city employee had received any kickbacks from anything to do with the last service line they should be ashamed themselves because quite frankly I'm gonna tell you that the federal government was impressed by how much detail went into the process I'm also going to say that I know there was some comments about law firms and how much money is getting paid to law firms and someone said there was four million dollars spent on the Willie Parker case again another example another example of making comments that we know is not true the person knows is not true but they come here make these comments for members of the audience and members of the of the Washington viewing audience because they just want I guess get a like or two or three I know there was some comments I didn't really understand the comment but someone said that the business administrators the business administrator is receiving money from BCPC again another example right unfortunately you know people make these comments knowing that BCPC is has been involved with helping the Office of Violence Prevention helping the police department with combating violence it's a nonprofit that is doing outstanding work right and that's and that's the sad part about it right you know you got folks who get calls in the middle of the night to go deal with things you got folks who leave their homes when everybody else asleep when something happens they go to the scene similar to police similar to fire but yeah folks come here to make comments and try to you know smudge what they do now I know there was some comments yesterday and I'm gonna try my best to do the best job I can on not going into deep with the comments that were made about the officer you know recognizing that first of all it's a legal matter but the unfortunate part about it is that the folks who came here yesterday to make the comments just had a meeting in reference to this situation on August October 10th like literally a week ago they had a meeting about it and then they come here to ask the council to get involved knowing that that's against the rules when it comes to when you're negotiating with folks in reference to a grievance of this nature but then they go a little further and they say well you know they don't want to give you know this family money but they're giving and they called him a cop killer again another example all three of them know that that young man was never convicted of killing the cop right frankly yes is be honest if he was convicted of killing the cop we would never see him again it just be realistic about that right and it's unfortunate it's unfortunate again that folks come here to make those type of comments one of them compared this young man to show me are you gotta be kidding me like you have to be kidding me right you're going to compare someone who is again doing the best job he can in supporting the community to combat violence to support the police and to compare him to someone who literally killed a person while wearing a police uniform I mean like I'm gonna tell you sometimes I hear the comments and I think to myself they cannot be realistic about the impact that the words that they say have on the rest of the community how sad it is to hear some of these comments knowing again that it's not true finally I know there's there has been some comments about this bad a university situation and the bad University is listen I can appreciate the fact that the names are very very close so I will say that but there was comments about the city funding the group that had the inappropriate promotion again the city had nothing to do with that and oh by the way I will say that there is a group called bad University not again not the bad University but the point is the nonprofit group that the city does fun is started by two young ladies one of which went to University High School and then also a Howard University alum so again the names are close but again we know the folks in this room know the folks who come to this microphone know the difference between the two when they continue to do things to and try to smudge or put cast a bad light on folks they know are doing good work council members I appreciate the time thank you that with the BA and all of those things so with this particular ordinance I don't believe there was a parking study done if there was please let me know along with the other streets that received parking permits within a week's time of them being put up here we had a special meeting one week about new Street the next week they had their parking permits the studies have already been done on this particular situation here it's just it's here so I don't see the difference other than those not wanting us to have it and again the streets that were named in that particular area are all on the same ordinances so if there was no parking study for this one in the busy area where we are then why do we have to wait yet another year for parking study when it's not even necessary so there's something a ride here those who you want to have these things get them and those of us who don't who have had our our petitions on the floor for years and have been promised parking permits and you know the situation all of you know the situation and yet we're put on hold and people get their ordinances or their parking permits a week later two weeks later and the following month so this is just flat-out blatant discrimination because we should have our parking ordinance our parking decals by now to the point where even the people who pay for parking and are living attached paying the 18% surcharges as the out-of-towners and they said that they would bring the prices down if you all would give them a parking decal but we still don't have them but here we have an ordinance yet another ordinance for someone else to get parking permits when this is after I've come up here the fourth year fifth year what are we going to do about it we don't need a parking study we just need our passes thank you for your comments anyone else seeing none councilman yeah just to respond so the parking study was done for the entire ironbound section not solely the street but the parking study did show that the areas between Union and merchant were most affected by outsiders and that's why I suggested creating parking in those areas but Adam Street and other streets were part of the entire parking study that was done and like I said it took around seven months to complete to make sure that we were doing this right because once the signs go up we want to make sure that they're in the proper places making sure that they're most affected and to make sure that we're doing the right thing because eventually eventually I would like to see instead of street by street that's why I did from Union all the way to merchant Street which is approximately ten blocks doing street by street is not as effective as doing entire areas so again that's what I'd like to see at least for the East Ward I think it's effective I think some time down the line maybe the city should look into the other wards as well of doing permit parking because it does help the residents of the city find a parking space closer to their home and so that was what the parking study revealed that 500 cars a week are parking in the ironbound section in those streets from Union to merchant and taking up the spaces of rights we've been through Jim Crow we've been through all of these things and then we still will sit home on a school board election and not even vote for our children so I'm just saying please ma'am please sir exercise your right to vote and let's show they know our vote counts they know that we we make a difference with these numbers so don't sit home thinking that your voice will not make a difference make your choice and let your voice be your vote last but not least there is going to be a grand opening on a ribbon-cutting the office has been open for a month for our veterans service office we will be honoring some veterans that have served our country and there will be a light lunch a grab-and-go and then we will lay the wreath down at Military Park this is going to happen on November 8th at 1130 a.m. because we know there are many events happening on Veterans Day so we wanted to make sure that the grand grand opening we did a soft opening so we're inviting all veterans non-veterans supporters of veterans families of veterans to please come out and for this office is open has been every day from 830 to 330 with the exception of Friday it's 9 to 12 but the city of Norquist a full-running office where someone is in there a VSO or an administrative assistant to make sure that whatever services you need that we will be able to accommodate you if you are eligible for those services and last but not least there was a young lady and I call it young First Lady Annie Green she's the First Lady of Tabernacle church on in the West Ward Herb Green I know you know him very well past council Herb Green passed and that passed as I say pastor Larry Crump council president Lady Green transitioned so we want to express profound sorrow and regret on the record for Lady Green and for those who came out to pay their respects to the Honorable Dr. Emily Sissy Houston we still stand in solidarity to express once again profound sorrow and regret for Dr. Houston who made an impact not just in the music industry for philanthropy she did a lot and it wasn't always you'd have to read her bio to actually know the contributions that she made not just to the music industry but to community as a whole so we thank her family for sharing with us because they could have done it anywhere but they did it in Newark New Jersey and we were able to share in that experience once again a council president I want to thank the city of Newark I want to thank the residents of Newark who came and they spoke and they expressed their concerns I want to thank you for allowing me to serve and I want to thank my colleagues for keeping me included in the things that we do for the people of this city God bless you Lord and have a wonderful wonderful weekend thank you councilwoman councilman Kelly your council president I just want to say my can my condolences to the family like councilman council said of the little girls and send my prayers up to the educators who were involved in the accident to the to the young girls one of the young girls was from a Westport school called Mount Vernon elementary school and believe it or not the whole entire school is impacted by by this tragedy her father's in critical condition as well a brother just went back to school yesterday and he's dealing with it I just want to thank everybody who's been sending donations to the families from clothes to monetary to you know and and thank the staff at Mount Vernon school for acting quickly going to the hospital being supportive just being there for for the students in the city of North so I just want to just reiterate with what everybody feels up here and just say we send our blessings to everyone that's involved I also want to just make a couple of announcements I know that this is the Halloween season and we get out and we go and we do trunk-and-trees and in all of that just be safe just please make sure that you be safe out there and we do have an event coming up at pain tech in pain text parking lot on so October 26 which is Saturday there's going to be a movie monster ink shown candy and face painting so please take your families out there in the parking lot it will be safe there's a free entry and don't forget to wear your costumes even though some of them you wear them all year and it's open to everyone also there is another trunk-and-treat that is happening at the retail pods which is 400 West Market Street right across from GKV in the West Ward so please join us for that and thank you to all of the participants the cars that are dressing their cars up for the youth and the families like I said that's 400 West Market Street Newark New Jersey and thank you to partnership West Inc. for partnering with us with that I do this series called men talk Sundays and we do it probably every other every other Sunday or at least once a month and it has been going very very well it is a place that men in our community can come and be vulnerable you know it's a men's discussion session to inform to inspire and develop mindsets and it's been so powerful it's been therapy for myself even we have some really really heavy conversation I know that the mayor has a great men's talks meetings this is just a little different it's a little more vulnerable it's speaking to the men we have a special guest speaker and I stopped saying who the keynote speakers were because people would just come for the celebrity of the speaker and we really want the space to remain genuine so I stopped telling people who the speaker is but this Sunday it's gonna be a very special one I'm not gonna say who the speaker is but it's gonna be good and we're talking about personal transformation and the importance of self-forgiveness and healing for the past or from the past so all men throughout the city you know I usually do it for West Ward at Westside Park entrance 600 South 17th Street Newark New Jersey but the entire city is is invited because it's a really a special event and parents when you go to door-to-door if you're going door-to-door to get to collect that candy for your children make sure you check the candy beforehand make sure that you view the bags you just don't let them eat anything that is put in the bags because our children's safety is very very important and one last thing I want to thank the staff of University Hospital Miss CEO for coming into the community Mr. Ed Jimenez for coming into the community last night and I want to thank you to Councilwoman for coming out to talk about jobs at a University Hospital to talk about the new hospital campus that will be going up to talk about health care inside our community it's not often that you can get the CEO of a hospital to come to your community I want to thank you VSO and all of the people involved and I just want to encourage the people to really take advantage of these type of opportunities that we are creating and presenting to our residents and our Gerard 125 years of the st. Gerard feast here in the city of Newark approximately in those three days from Wednesday to Sunday approximately somewhere around 10,000 folks visited st. Gerard's feast which was a well attended and a lot of participation from within the city as far as Canada people who kept traditions in that area of st. Gerard so it's 125 just want to make a note to center a letter to st. Lucy's thanking them for the event that was well attended of the different venue the other matter is over the weekend I have I got received a lot of calls from the central ward North Ward and probably all over the city city clerk I need you to meet with the police director director of public safety you need to you know we do these ordinance here and there if we're gonna do ordinance they're not gonna be you know they're not gonna go to practice and what is the purpose and the barbershop ordinance police officers do not know because the command has not given an instruction to the police personnel so they're still reading the ordinance that's almost 40 50 years old so please can we have yourself meet with the business administrator with the director of public safety say here there's a red here's a resolution here's an ordinance please let the personnel and police department they were going to barbershops and closing barbershops over the weekend so please you could do that as I would urge you to do that the other matter is the I have a petition from parents from Rich Street school in terms of when they drop the children in the morning so when they pick them up after dismissal traffic is just on Clifton Avenue and on Rich Street to see if the police department have signatures here from most of the parents who have signed their signature so I'll give this to you I'll leave that with you and if we can help them with a traffic study or whatever may be for these young people so they we don't we don't want talk about that we didn't do something and then accidents to occur and problems to occur this coming Saturday we're having the annual Halloween and car show so far we have about 250 antique cars are between Berkeley all the way down to Elwood the parade for the children will start I Perona Avenue and Mont Prospect and and at Elwood this parade is for the general public it's for everyone it's going to be a great day because we're going all the way from Perona then we shut Perona down in a two block the bounties of the rest the event for the children will take place everyone is invited and we look forward to this participation so far as three I said to you before 250 cars and maybe more depending on the day but we're encouraged people to come support young people most of the schools in the area coming there's about ten floats are there our children are going to go on top of the floats and it's going to be a great day for our children thank you and again in terms of voting we're talking about it I'm going to be on election day I'm going to be in the battle states you know calling people are throughout the battle states or a cushion in Spanish to come out and vote and I'm going to urge that we do do the messaging of urging people to come out and vote in the different languages so that no one stays home your vote is your your power the voting is what makes the democracy exist whether we want one party or the other party but again you know in terms of what I'm doing I'm doing my civics I'm reaching people around this country our leaders around the country in Spanish and talking to them because this election is about the diversity and this this election will be decided in those states that are battle states like Pennsylvania and Florida and etc in Illinois where there is a community that will come through and we're going to I'm doing that as of my civic so I'm urging people to do the same with your civics utilize your civics and bring people out to the polling sites but I'm doing it as a national as a national event that I'm doing in terms of reaching people throughout the country and talking to them did you come out and vote so again if our vote is important and every vote counts thank you thank you we can the University Hospital in the central ward at Abyssinian Baptist church it is a community meeting and as Councilman Kelly was saying Brooke Tippins is very much involved in making this happen as well as we're going to have the president's edge Jimenez there the meeting topics are going to be building a new hospital about building the new hospital campus workforce development EMS and development opportunities it will be again November 6th and the evening dinner provided at 5 and we will begin at 6 the presentation and again this is the at the four at-larges are co-sponsoring this event with the University Hospital in the central ward additionally I just want to take the opportunity to it too I think all of us have expressed the importance of voting and the necessity of it when we meet next time the election will be over and not saying who to vote for one way or the other but this election is going to affect generations come it's going to affect generations so make sure you get out and exercise your right to vote it's extremely important and I know it's far removed for some people that say that you know and I say this you know people have died for our right to vote and I take that very seriously very seriously and I hope those that do will convince those that haven't voted and take it very seriously and so with that being said either way the roll call to adjourn council
