I have a lot of former students that's in the police department. And I said, oh, god, I hope it ain't one of mine. And that's how, you know, I just felt that way. Well, anyway, when I first got on the board of the commissioners, I was trying to stress security. I was trying to stress security because I had the privilege of part of my life, 18 years living in Mendham Township, which is one of the richest townships. And then I lived six years on Boca Raton Ocean Beach, where the only two African Americans and five miles was me and Don King. And what I'm trying to tell you that the most important things that people of wealth want is safety. Now, those kids, Keisha Urie wrote on the deputy mayor on Facebook. Those kids come from Grafton Avenue Housing Authority. I've been hollering and screaming, and you know our guy's been coming down here hollering about security. I even hollered hollered when LaMonica was here because she helped write the ordinance. I got a step-grandson that lived down there. The kids are just right there, 30 of them. When I called the rest of my security down, and the next day I brought certain security guys down there, they straightened that out. But it's our fault because we're not in the low income areas. And if you see, I got a ordinance that you passed. But HUD position is they don't want us to spend money on security. They think that the Newark residents should receive everything that every other residents. But the biggest thing they don't want is they don't want us spending money for police officers. House authority did that about eight years ago, and they got in trouble. But what I'm saying is what I gave you is this is from the housing authority when HUD came. So yeah, those eight father son kids, five kids that came from there, they might not have been there with security. It is a four family, a legal four that's being converted to an 11 family without permits, without anything. I've been in the property 28 hours, no place. The old Frank Lucas House is a two family that was burned out. But the four family going to 11, 11 times two for each person having a car, that's 22, six in the driveway, 16 cars. This is going on throughout the whole city. You know, I can give you a list, but I'm not going to do that. And you said something at the last pre-council meeting, Mr. Crump. You said it's better for these contractors to ask for forgiveness than for permission because they don't care. They're just doing whatever they want to do. Just to clarify, I say it seems like it's better for them to ask. We're going to talk about what that music thing that they're doing in your Westwood. I would love to have an emphasis on ownership, owning the rights of their music. I don't want them getting in a situation like we see with a lot of people in the industry. So let's make sure we have an education component. I'm going to talk to Mr. Harrell about that. When Queen Mother spoke yesterday, it touched my heart. Our people are either suffering in silence or cries of being drowned out by slum lords and poor management of our services and tax dollars. Well, I went to University High, so I know what it means to rise from the ashes. The Environmental Justice Department in the U.S. government is being shut down by Doge soon. So that means the power plant is on the way. What are we going to do to prepare for the environmental health and safety concerns that will be associated with it? I like how everybody's coming behind after what I said. But let's be a little bit more proactive, please. We want a billion dollars a year for the first year after construction. And it's to be increased every year by 3 percent until it's scrapped or reaches five billion dollars a year payment, which we the people reserve the option to reevaluate the terms. Where's the grit to even propose a deal of that magnitude when we know the magnitude of the moment? I don't want to hear it's an outrageous act when the power plant will produce at least a trillion dollars worth of energy in its first five years that will power about a quarter of the Northeast. We want ours on the front end and the back end. Newark residents are entitled to make residuals off every piece of material that promotes the production, manufacturing, transportation, access and needs associated with the power plant in our city. See, the tax fee is two part one for the economic incentive and two for the disrespect for coming here. We might come visit and that wouldn't be a bad idea since we moving into an entertainment town anyway. We could turn the access roads into toll roads. They want to play games just like we change where you could build a hotel or four family house. Stop acting like we powerless or helpless. We just need people who know how to play spades, not go fish. Our children's health, our seniors health and in the middle health will be impacted. God forbid there's a mishap with this nuclear energy. Maybe the current mayor can back off his stance on initiative referendums and support the Newark residents in our ordinance to gain from this inevitable unhealthy reality. The free energy we get from the power plant will be our community benefit. To our housing crisis, this is where we need to be. Break down what responsibility we give in different groups. How many of the 16,000 needed apartments are Newark Housing Authority planning to bring to market over the next year? What about invest Newark over the next year? How many apartments out of 16,000 are we expecting current builders to build this year? How many apartments right now on the market? Can we have those numbers from the administration by the next agenda meeting at least? Now I appreciate you talking about fixing the habits. Give these kids, give our youth experiences doing things that other people aren't. They're going to have skills for the future. Again, that's why I'm doing the drone stuff now. So I definitely need your prayers in the house. OK, because I need to walk out with that.

So how are we contacting the children to all register? Are the charter and the technology schools contacted? Because everybody's not on social media and the youth, from what I understand, are on Instagram. But I do want to say happy birthday to her. And she understands that her mama fights too much. But she does understand I need to remind the people that this is the last weekend for petitions for the assembly. Assembly decided they wanted to increase the petitions from 100 to 250 because they want to stay in. It's so many other things to talk about, but that's all they were worried about. And, you know, I encourage everyone make a change because community, we're our only team. But we need to recognize that and understand that because unfortunately some individuals that we elected forgot about us. I only become important when you see me like, hey, Miss Brown, OK, but I'm not the only person in this city with a situation. So I really would like to know how do we follow up? Because no one really knows who your aides are. Not to call you out Westward, but it seems like you changed staff. I'm in the Southward, not really privy to who's the aides there or how to contact them. I've always been told I bring up too much, but I asked for a town hall meeting. But I noticed a lot of groups are having their own town hall meetings with their own agendas instead of taking out time to talk to the people. We have a lot to say and we can't just say it in five minutes in front of you. But I've noticed I've been coming here for two years and it doesn't really matter what I say. I don't bring home enough to even do the market rate rent. I don't know if people ever heard of Chapter 78, but that's a medical program that's taken more out of my check than I bring home. So I just ask that someone talk to the mayor. How much do you think individuals in Newark are paying and why everyone from New York is coming here? In 2023, from April to September, the council approved $370 million in 2024, January through December, $801 million. And don't question my numbers, Mr. B, because I got it from your legislature. That is over $1.1 billion in two years in emergency appropriation. Residents recently received their water bills. The water rate increase was 11.10 percent. That means your water has increased over 20 percent in one year. The residents are paying for mismanagement, no accountability and no representation of the council. The question how the money is even being spent. Last year, the city increased our property taxes by seven, a little over seven percent. This year, the proposed revaluation to increase our property tax by seven point eight percent. That is almost 15 percent tax increase in two years. While developers, friends of the Barakas, receive tax abatements, extensions and pay no taxes, while the property is underdeveloped under the umbrella of city-owned property with Invest North. They don't pay taxes. They don't pay water bills. These are the facts of this administration. While a mayor is campaigning for governor, lying about his track record, let's talk about his failed leadership. Public safety, guns and drugs on our streets. The folks in this administration who you hired are responsible for the guns and drugs on our street. Respect for our first responders, our law officers and our fire. You all have not in over a year settled their union contract for a decent wage and their benefits. Shame on you representatives from the union. There has been no settlement of their union contract. The widow of an officer denied her benefits, had to come here to beg you all to pay her. No staff development training for fire and police annually. Where's the money for staff development for public safety? Three firehouses got a $750,000 fine for not meeting the OSHA requirement. You don't even house your police, I mean your fire in a safe firehouse. The tragic loss of two firefighters in the cargo fire. We're going to have two unlawful death suits. But when they put the drugs in South Central, we have the police putting guns in the community. We got the police putting drugs in the community. We got the rec centers ran by former gang members putting guns, trafficking guns in our rec centers, and using the youth to transport the drugs. So what do you expect, like I said before, What do you expect when our youth are mimicking and they seeing exactly what is going on within our own community, with our own adults? And until you address the root causes of poverty, which is jobs, housing, we got an eviction tsunami here, their mothers and families are being pushed out Okay, if you didn't have two and three and four jobs Okay, adequate, low income housing, we're facing. The Board of Education is gonna allow 16-year-olds but in the same breath, councilman Quintana, on the school board budget if they're able to vote, if they're able to vote in the election, they should be able to sit as board members than the adults currently serving on the school board. to create a vein between North and Washington, D.C.? We have a councilwoman who is from amongst us here in this chamber, this public chamber, the citizens chamber, the North chamber, Women's History Month and the contributions but we look to the mother that is now mourning The gentleman who I knew through third parties, did try to mentor and encourage several around Avon, Councilman Quintana and Councilman Ramos, the first school that I've substituted at So there's trauma on both sides of that whole situation. And what did former director Frage say before he left? We stood proud to be from the city of Newark, And while you fought the book administration, you have basically followed in his footsteps by spending more money on security detail, We have neglected those in public housing and you have abandoned those with no address. Barriers to home ownership are fundamentally correlated has been stagnating and continues to be plagued Well, it is much less expensive to be a homeowner in Newark than in other parts of the country. City residents are plagued by a huge mortgage burden. Oftentimes over 50% of their monthly income So when natural disasters occur as they normally would, community associations and their residents are often ill-prepared to meet the fiscal costs. Housing affordability must be a two pronged campaign. While attracting businesses to redevelop and erect affordable housing is an important step for pre-existing middle-of-the-road housing. Society Hill, my community which I proudly live, for the middle class and an important indicator Newark's future rests in the affordability of its middle class and their path to home ownership. Moreover, the greater body of Newark is in peril if its middle class, the bulwark of any city economy, Somehow the industrious spirit of Newark's past continues to haunt the cracked marble pillars I also feel duty bound to share my genuine appreciation and gratitude for the irreplaceable civil servants toiling here every day in the service of all norcers. because of this council and the civil servants who keep its pillars standing today, so thank you.
